This is a section that is displayed when a file called halloween.txt is found on the server.  If the file exists, then this section will be displayed.  If the files does not exist, then the Halloween section will not appear.  It can be used for promotions, such as Valentine's Day, Christmas, the Biarritz Tuna Festival (of course), etc..  I.e. adding an xmas.txt file could show the Christmas news and Xmas menu, opening times, etc..
